The Tudela City Council began the procedures to officially carry out the twinning with the French city of Le Mans in the Plenary Session of February 28, 2022.
On May 27-29, a delegation from the French city was received in Tudela to carry out the institutional act that signed this union, on May 28 at 11:00 a.m. in the plenary hall of the Tudela City Council.
The delegation was made up of Ms. Sophie Moisy, Ms. Chantal Liberge and Ángel Masille.
On Thursday, June 9, the Tudela delegation composed of Irune García, Merche Añón and Zeus Pérez will do this same event but in the city of Le Mans.
Both towns, according to the Department of Tourism of the Tudela City Council, are "historically and culturally united by the figure of Berenguela of Navarra, the daughter of Sancho VI of Navarra and Sancha of Castilla, sister of Sancho El Fuerte and Blanca of Navarra, who was queen of England and who, before marrying Ricardo Corazón de León, grew up and lived in Tudela with a good part of her family." There are even theories that maintain that the queen, Lady of Le Mans, could have been born in Tudela.

In this sense, Mayor Alejandro Toquero has indicated that they should join together "in a twinning that embraces that common history, working together in beneficial institutional relationships" for citizens "from a cultural, economic, tourist and commercial point of view."
